Compliance Monitoring Manager

Location: Ta'Xbiex

POSITION SUMMARY

The Compliance Monitoring Manager is responsible for the effective day-to-day running of the Compliance Monitoring Function, including the planning, administration, management and conduct of audits and associated findings. In addition, they will support the management of changes to the operation, including the applications and variations of approvals, as well as monitoring and implementation of regulatory changes. Working collaboratively with the Safety, Compliance and Security teams, they will be an essential part of the efforts to enhance and elevate compliance, safety and efficiency throughout the organisation.

DUTIES AND RESPONSIBILITIES

  • Advising the Safety Director and Accountable Manager directly of any compliance matters affecting or likely to affect the company and its operations
  • Administering the Compliance Management Function on behalf of the Safety Director and Accountable Managers and, specifically to:
    • Development of an annual audit schedule including the subcontractors to ensure complete regulatory coverage across all applicable regulations
    • Establishes, implements, maintains and further develops the OMM
    • Verify by monitoring activity in the fields of flight operations, continuous airworthiness, crew training and ground operations, that the standards required by the Authority, and any additional requirements defined by the operator, are adequate and being carried out under the supervision of the relevant Nominated Person.
    • Assign auditors and oversee the conduct of each audit carried out, including the subsequent management of findings
    • Maintains a feedback system of findings to the Accountable Manager.
    • Monitors the implementation and effectiveness of preventive and corrective action through the follow-up process.
    • Provides management with an independent assessment of corrective action, implementation and completion.
    • Promotes safety and compliance culture.
    • Monitors compliance of any documentation to be submitted to the Authority for approval, before transmission.
    • Periodically reviewing the Compliance Monitoring Function at not more than six monthly intervals to ensure that it is suitable to support the operational standards required.
    • Establishing a Compliance Monitoring Function briefing for all Company staff.
    • Processing audits conducted by third party auditors.
    • Attend and participate in any SRB and SAG as necessary.
    • Participate in, and if necessary drive any Management of Change exercises.
  • Working in concert with the Safety function, auditors and safety officers with respect to safety critical findings.
  • Assist and support the continued evolution and development of the management of compliance across the organisation.
  • Manage the compliance team members to ensure compliance and adequate safety oversight.

EDUCATION & EXPERIENCE

  • Aviation related Degree and 5 years proven experience in a similar capacity within a commercial air transport operator, including significant experience of Quality/Compliance Monitoring. (or 10 years’ experience in aviation if no degree)
  • Have a strong understanding of EASA regulations and practices in regard to commercial air transport operations, airworthiness, training, compliance and safety management systems

REQUIRED / DESIRED SKILLS

  • Must possess the legal ability to work in the European Union
  • Proficiency, knowledge and experience of:
    • Compliance Monitoring Management
    • Auditing, including as a Lead Auditor
    • Application of Human Factors in aviation
  • Strong written communication skills with the ability to write effective reports, business correspondence, and procedure manuals
  • Excellent verbal communication skills with the ability to speak publicly and present on the individual level, senior management level, and to large audiences, including employees, and industry professionals
  • Strong leadership, influencing and interpersonal skills, able to engage and promote a positive safety culture with integrity
  • Able to read and interpret general business periodicals, professional journals, technical procedures, and governmental regulations
  • Must be detail oriented, analytical and effective at problem-solving, and able to work productively and independently or within a team
  • Proficiency with Microsoft software applications and the aptitude to learn company specific software
